Project Location: City of Sturgeon Bay, Wisconsin

Anna's House, Inc. retained the services of Robert E. Lee & Associates, Inc. to conduct a Phase I Environmental Site Assessment (ESA) for a property in the City of Sturgeon Bay. The company was interested in building a Community Based Residential Facility (CBRF) on the property. The purpose of the Phase I ESA was to provide information regarding recognized environmental conditions (RECs) that could affect soil and groundwater quality at the property so a level of liability could be estimated. The property was identified as a former orchard, which represented an REC. As a result of the REC identified, REL was retained to conduct a Phase II ESA. Soil samples were obtained and laboratory analytical results identified low-level concentrations of lead, arsenic, and pesticides at the Property related to the historical use of the Property as an orchard. The concentrations of contaminants, however, were below the limits established by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). Based on the results of the Phase II ESA, REL recommended that the identified contamination be reported to the DATCP with a request for no further action. DATCP indicated that remediation of the soils at the site was not necessary provided the soils were properly handled during construction activities at the Property and a Cap Maintenance Plan be completed at the completion of the construction project.
