Project Details

The Village of Hilbert contracted with Robert E. Lee & Associates to perform a flood study on a stream along the east side of the Village that had a history of flooding. The project included determining the 100-year flood height of the stream and determining the adequacy of the downstream culverts and bridge structures. It was determined that the downstream culvert under Irish Road was under-sized and was in need of replacement. REL provided the design and construction oversight of a 20′-6″ x 7′-3″ aluminum box culvert, on behalf of the Town of Rantoul. The proposed improvements reduced the regulatory flooding heights, and now allow 100 percent of the 100-year storm event to pass through the structure, rather than overtopping the roadway.

Project Details

The Village of Hilbert retained Robert E. Lee & Associates to prepare plans and specifications for modifications to the existing wastewater treatment plant. The project included a dissolved air flotation unit to address the buildup of large clumps of fats, oils, and grease throughout the WWTP process. A new Dewatering Building was constructed to house the relocated sludge belt press. The existing incline screen was relocated to the new septage receiving tank and a new vertical screen was added before the RAW pumps. The RAW pumps, RAS/WAS pumps, orbal aeration motors and drives, and a majority of the electrical was replaced and upgraded with the project. A submersible mixer was added to the inner channel of the orbal in place of disc aerators to assist with the bio-P removal process. The final clarifier was taken out of service to repaint and replace the drive. A new 50,000-gallon septage receiving tank with coarse bubble aeration was constructed to replace the aging septage receiving tank, with no aeration and limited capacity. SCADA system was modified for the new equipment and process controls. The entire site was relandscaped to alter the storm water drainage. The deteriorated metal lab cabinets and counter tops were replaced with wood cabinets and epoxy resin counter tops. REL provided full-time construction observation during underground work and part-time construction observation for the remainder of the construction work. Wetlands were identified during the planning process and protected throughout the construction process. The project was the first major upgrade project at the WWTP since the last upgrade in 1996.

Green Bay Botanical Garden Dredging and Dam Reconstruction

Project Details

Robert E. Lee & Associates performed a Dam Inspection on the privately owned dam located on the Northeast Wisconsin Technical College Campus in Green Bay, Wisconsin. The inspection revealed that a number of improvements were required to bring the structure into compliance with current design standards. In addition, the water quality of the impoundment has severely degraded over recent years due to sediment accumulation. The improvement to the dam required the impoundment be completely drawn down creating an opportunity to dredge the impoundment. REL was retained for the design, permitting, and construction services to rehabilitate the dam and dredge the impoundment. To complete the dredging design, a bathymetric survey was performed of the impoundment and a depth-to-refusal survey was performed. Samples were collected during the depth-to-refusal for laboratory analysis. The test revealed the sediment contained high levels of lead, arsenic, as well as DDT and its breakdown component DDE. The depth-to-refusal survey indicated approximately 5,200 cubic yards would require disposal to an approved solid waste facility. The Brown County Bayport Dredge Material Rehandling Facility was approved by the Wisconsin Department of Natural Resources (WDNR) as a suitable disposal location.

REL prepared an engineering report of the dam design and dredging, which was submitted to the WDNR and U.S. Army Corps of Engineers for approval.

Bower Creek Bridge Reconstruction

Project Details

The Village of Bellevue, located in Brown County, retained Robert E. Lee & Associates (REL) to prepare plans and specifications for the replacement of the bridge on Bower Creek Road over Bower Creek. The existing bridge was in poor condition and needed to be replaced. REL preformed the hydrology and hydraulics on the waterway to determine the type and size of the new structure. The new bridge will be a 40-foot long, single-span concrete bridge with sidewalks and aesthetic treatments. REL completed the survey, approach design, environmental document, and right-of-way plat for the project. The project was designed in accordance with the WisDOT FDM guidelines.

County Road ‘S’ Drainage Improvements

Project Details

The focus of this study was the County Trunk Highway (CTH) S corridor from approximately 1/4 mile east of Mile Road and 1/2 mile west of Welhaven Road in the Town of Lessor. This area had a history of drainage problems including washouts of existing culverts and erosion of the highway ditches and shoulders. A hydrologic and hydraulic analysis was performed to evaluate the existing storm water drainage system and to provide storm water drainage solutions to improve drainage along CTH S. The project scope included performing hydrologic calculations for the contributing watersheds, hydraulic analysis of the existing drainage facilities, and recommending improvements to the drainage system. The study included approximately 270 acres of watershed. The study area was broken into nine smaller watersheds, and the land use was primarily agricultural with some woodland. Design criteria for the proposed improvements were as follows:

  1. Ensure all driveway culverts can convey the flow from a 5-year storm without overtopping the driveway or roadway.
  2. Ensure the culverts located along CTH S can convey the 10-year storm without overtopping the roadway, and
  3. Increase the capacity of the roadway ditches to convey the peak discharge produced by the 10-year storm.

Improvements to eight of eleven culverts and seven of thirteen ditch sections were recommended. By installing larger diameter culverts and increasing the capacity of the ditch sections, the localized flooding and damage to the existing roadway, culverts, and ditches during large runoff events will be decreased.

Bruemmerville Dam, Dam Removal and Stream Restoration

Project Details

Bruemmerville Dam was located on Silver Creek about 2.1 miles from the confluence with the Ahnapee River. A Wisconsin Department of Natural Resources inspection of the dam found significant deficiencies in the structure, and the dam owner (Kewaunee County) was ordered to repair or remove the dam. In 2009, Kewaunee County applied for and received a grant from the Wisconsin Department of Natural Resources to remove the dam. In 2010, Robert E. Lee & Associates partnering with Interfluve Inc., were selected to provide engineering services to remove the dam. The project included restoration of the river channel and construction of a seasonal Lamprey Barrier. Listed below is a summary of the services provided by Robert E. Lee & Associates:
