De Pere Wisconsin Regional Development

2025-05-21T19:52:37+00:00

Project Details

Robert E. Lee and Associates worked with the City of De Pere to produce a regional development plan for street and utility installation. GIS-based mapping was utilized to identify environmentally sensitive areas, and locate areas that would be able to be developed. Potential street designs were produced for these areas, and preliminary utility layout was generated using LiDAR elevation data as reference.

Pulaski Wisconsin Utility GIS

2025-05-21T19:47:45+00:00

Project Details

The Village of Pulaski, Wisconsin contracted with Robert E. Lee & Associates to locate all sanitary, storm, and water utility features in the village, and create an online GIS system. Our survey team first GPS located all utility features in the village. Survey locations were accurate to within 1 cm, and elevations were collected for the features as well. The points were used along with record as-built drawings to input pipes and feature attributes to create a complete GIS system. The data was uploaded to the Village of Pulaski’s ArcGIS Online account, and maps were configured so the village staff can access the data from any computer or mobile device. The system was further configured to allow for collection of inspection data in the field, as well as collecting new points for curb stop valves and associated photos.

Village of Hilbert Utility GIS

2025-05-21T18:48:16+00:00

Project Details

The Village of Hilbert contracted with Robert E. Lee & Associates to create a GIS database and online maps for water, sanitary sewer, and storm utility features in the village. Features from CAD systems maps were transferred to a GIS database and combined with GPS location data to accurately place point features on the map. Digital and paper as-built sheets were inventoried, georeferenced, and integrated into the GIS system. Connecting pipes and associated attributes of features were pulled from these as-builts, as well as feature as-built books, and tied into the GIS system. Interactive web maps were configured to view utility data from any device, and the as-built inventory was integrated with the system so all sheets could be viewed as PDFs. Editing features were added to the system so the Village of Hilbert can add notes to utility features.

Wrightstown Water Transmission and Meter Stations

2025-05-21T18:45:13+00:00

Project Details

Due to significant growth, the Village of Wrightstown needed to increase their long-term reliable water supply. After investigating the option of a new well, and finding high levels of radium after several test wells had been evaluated, REL evaluated the installation of a pipeline from either the Central Brown County Water Authority or the Village of Ashwaubenon with cooperation from the City of Green Bay. Additionally, working with the Village’s financial consultants, Ehlers and Associates & Schenk SC, it was determined that the best option for a long-term and cost-effective source for water was to connect to the Village of Ashwaubenon water system. REL worked with the financial consultants reviewing and studying funding options, and it was determined that funding for the project was best served with a WDNR Safe Drinking Water Loan. A project consisting of approximately 62,000 lineal feet of 18-inch water transmission pipeline was installed between the Village of Wrightstown and the Village of Ashwaubenon. The project also included two meter stations, one located at the Village of Ashwaubenon end of the project and one at the Village of Wrightstown end of the project. The stations provide constant monitoring through an integrated SCADA system that allows each community to monitor and control system operation. The project was constructed in public rights-of-way owned by Brown County, Wisconsin Department of Transportation, the Village of Wrightstown, the Town of Wrightstown, the Town of Lawrence, and the Village of Ashwaubenon. As part of the permitting process, REL worked to identify archaeological, environmental, and ecological sensitive areas, and propose methods to minimize disruption to or avoid those affected areas. REL also worked to acquire Wisconsin Public Service Commission approval along with WDNR, county, and various municipal permits to allow for construction of the project.

Green Bay Botanical Garden Basemap

2025-05-21T18:43:14+00:00

Project Details

The Green Bay Botanical Garden contracted with Robert E. Lee & Associates to create a detailed and geospatially accurate GIS basemap for the botanical garden grounds. The map was created using a combination of existing CAD drawings, orthophotography, and the ArcGIS campus basemap template. Once created, the map was uploaded and hosted on the Green Bay Botanical Garden’s ArcGIS Online account. An interactive web map was configured using the basemap, allowing visitors to the garden to learn more about the various features in the garden. In addition, mobile applications were configured to allow the map to be viewed on smartphones or tablets while navigating around the garden. With the basemap in place, the Green Bay Botanical Garden proceeded with other projects utilizing the map, including a story map tour of the wedding locations on the grounds, a donor map that depicts the locations of features that were donated to the garden, and an application used to track and mitigate invasive species in the gardens.

Bruemmerville Dam, Dam Removal and Stream Restoration

2025-05-21T18:11:58+00:00

Project Details

Bruemmerville Dam was located on Silver Creek about 2.1 miles from the confluence with the Ahnapee River. A Wisconsin Department of Natural Resources inspection of the dam found significant deficiencies in the structure, and the dam owner (Kewaunee County) was ordered to repair or remove the dam. In 2009, Kewaunee County applied for and received a grant from the Wisconsin Department of Natural Resources to remove the dam. In 2010, Robert E. Lee & Associates partnering with Interfluve Inc., were selected to provide engineering services to remove the dam. The project included restoration of the river channel and construction of a seasonal Lamprey Barrier. Listed below is a summary of the services provided by Robert E. Lee & Associates:

  • Performed a detailed topographic survey of the dam and impoundment.
  • Created a base map of the site.
  • Created a base HEC-RAS model of Silver Creek.
  • Administered a public hearing with Interfluve and the Wisconsin Department of Natural Resources.
  • Prepared native planting plan suitable for the restored stream corridor.
  • Obtained permits from the Wisconsin Department of Natural Resources and Army Corps of Engineers.
  • Prepared plans and specs for the County to receive bids.
  • Provided construction oversight and contract administration
