Bay Beach Permeable Pavement Parking Lot

Project Details

The City of Green Bay received a Great Lakes Restoration Initiative grant from the EPA to install permeable pavement and bio-retention ponds to provide treatment of storm water prior to discharging to the Bay of Green Bay. Robert E. Lee & Associates worked with the City to design a parking lot for Bay Beach Amusement Park that utilized “green” storm water features. The final project consisted of a 5-acre parking lot that was treated by permeable pavement, with a walking trail connecting the parking lot to the park, which is treated by a series of bio-retention ponds to provide storm water storage and pollutant removal. For the permeable pavement, the final design utilized permeable asphalt pavement, which was found at the time to be the most cost-effective option compared to permeable concrete and permeable pavers.

Advantages of using permeable pavement in this situation included that no additional area outside of the footprint of the parking lot was needed for storm water management. This saved the City roughly 0.25 acres of space that did not need to be allocated to a more traditional storm water management Best Management Practice (BMP) such as a wet detention pond. The perceived safety hazards associated with wet detention ponds near a park and small children were also completely avoided. Permeable pavement was the perfect storm water solution to be used at the amusement park, balancing cost with safety considerations.

Shawano CTH Q Reconstruction

Project Details

The project consisted of relocating about one mile of CTH Q. It removed CTH Q from STH 29 making it a safer route to travel by eliminating two intersections with STH 29. Half of the two-lane rural roadway was constructed on a new alignment and the other half utilized existing town roads.

Robert E. Lee & Associates provided survey, mapping, design, permits, public relations, and right-of-way plat on the project. A storm water settling basin was installed to treat the storm water runoff.

Cobblestone Hotel & Suites

This project consisted of the construction of a 10,000 square-foot Cobblestone Hotel. A wet detention pond was constructed to provide storm water management for the development. Robert E. Oconto Town Hall

Project Details

The Town of Oconto, located in Oconto County, retained Robert E. Lee & Associates (REL) to help them with the planning, development, and construction of a new town hall. The existing town hall was small, obsolete, in poor condition and needed to be replaced. REL helped the town with a needs study and helped them through the planning process. The new town hall was constructed at the corner of STH 22 and Cream City Road. The 2,430 square-foot structure included a large meeting room, offices for town officials, storage, and a catering room. REL completed the survey, site design, storm water and erosion control plan, building design, bidding, and construction oversight for the project.

Little Chute Storm Water Planning

Project Details

Robert E. Lee & Associates assisted the Village of Little Chute in obtaining funding for the Urban Non-point Source and Storm Water Program Planning Grant through the Wisconsin Department of Natural Resources. Grants reimburse costs of planning for urban non-point source and storm water runoff pollution. Grant amount $64,260 of the $91,800 total project costs.

Fishel Road Reconditioning

Project Details

The Town of Alvin, located in Forest County, retained Robert E. Lee & Associates to prepare plans and specifications for the reconditioning of Fishel Road. The project started at STH 70 and ended at CTH A, a length of about 3 miles. The rustic road winds through mostly U.S. Forest Service Lands. The roadway was pulverized and resurfaced with some areas of reconstruction to improve it to current design standards. Since U.S. Forest Service funds were utilized, the project was designed in accordance within the WisDOT FDM. Robert E. Lee & Associates also performed a wetland delineation on the project.

Hilbert WWTP Modifications

Project Details

The Village of Hilbert retained Robert E. Lee & Associates to prepare plans and specifications for modifications to the existing wastewater treatment plant. The project included a dissolved air flotation unit to address the buildup of large clumps of fats, oils, and grease throughout the WWTP process. A new Dewatering Building was constructed to house the relocated sludge belt press. The existing incline screen was relocated to the new septage receiving tank and a new vertical screen was added before the RAW pumps. The RAW pumps, RAS/WAS pumps, orbal aeration motors and drives, and a majority of the electrical was replaced and upgraded with the project. A submersible mixer was added to the inner channel of the orbal in place of disc aerators to assist with the bio-P removal process. The final clarifier was taken out of service to repaint and replace the drive. A new 50,000-gallon septage receiving tank with coarse bubble aeration was constructed to replace the aging septage receiving tank, with no aeration and limited capacity. SCADA system was modified for the new equipment and process controls. The entire site was relandscaped to alter the storm water drainage. The deteriorated metal lab cabinets and counter tops were replaced with wood cabinets and epoxy resin counter tops. REL provided full-time construction observation during underground work and part-time construction observation for the remainder of the construction work. Wetlands were identified during the planning process and protected throughout the construction process. The project was the first major upgrade project at the WWTP since the last upgrade in 1996.
