Project Details

A 500,000-gallon composite elevated storage tank was successfully constructed to enhance water supply for the Village of Hobart, accompanied by upgrades to the SCADA (Supervisory Control and Data Acquisition) system that ensured operational continuity during power outages.

REL undertook the critical task of securing approvals from the Federal Aviation Administration (FAA), the Wisconsin Department of Natural Resources (WDNR), and the Wisconsin Public Service Commission, which involved meticulous adherence to regulations and safety standards. This project not only improved water storage capacity but also bolstered the resilience of the water supply system, effectively supporting the needs of the Centennial Centre development and the broader community.

Bay Beach Permeable Pavement Parking Lot

Project Details

The City of Green Bay received a Great Lakes Restoration Initiative grant from the EPA to install permeable pavement and bio-retention ponds to provide treatment of storm water prior to discharging to the Bay of Green Bay. Robert E. Lee & Associates worked with the City to design a parking lot for Bay Beach Amusement Park that utilized “green” storm water features. The final project consisted of a 5-acre parking lot that was treated by permeable pavement, with a walking trail connecting the parking lot to the park, which is treated by a series of bio-retention ponds to provide storm water storage and pollutant removal. For the permeable pavement, the final design utilized permeable asphalt pavement, which was found at the time to be the most cost-effective option compared to permeable concrete and permeable pavers.

Advantages of using permeable pavement in this situation included that no additional area outside of the footprint of the parking lot was needed for storm water management. This saved the City roughly 0.25 acres of space that did not need to be allocated to a more traditional storm water management Best Management Practice (BMP) such as a wet detention pond. The perceived safety hazards associated with wet detention ponds near a park and small children were also completely avoided. Permeable pavement was the perfect storm water solution to be used at the amusement park, balancing cost with safety considerations.

Pulaski Wisconsin Utility GIS

Project Details

The Village of Pulaski, Wisconsin contracted with Robert E. Lee & Associates to locate all sanitary, storm, and water utility features in the village, and create an online GIS system. Our survey team first GPS located all utility features in the village. Survey locations were accurate to within 1 cm, and elevations were collected for the features as well. The points were used along with record as-built drawings to input pipes and feature attributes to create a complete GIS system. The data was uploaded to the Village of Pulaski’s ArcGIS Online account, and maps were configured so the village staff can access the data from any computer or mobile device. The system was further configured to allow for collection of inspection data in the field, as well as collecting new points for curb stop valves and associated photos.

Shawano CTH Q Reconstruction

Project Details

The project consisted of relocating about one mile of CTH Q. It removed CTH Q from STH 29 making it a safer route to travel by eliminating two intersections with STH 29. Half of the two-lane rural roadway was constructed on a new alignment and the other half utilized existing town roads.

Robert E. Lee & Associates provided survey, mapping, design, permits, public relations, and right-of-way plat on the project. A storm water settling basin was installed to treat the storm water runoff.

Oconto Town Hall

Project Details

The Town of Oconto, located in Oconto County, retained Robert E. Lee & Associates (REL) to help them with the planning, development, and construction of a new town hall. The existing town hall was small, obsolete, in poor condition and needed to be replaced. REL helped the town with a needs study and helped them through the planning process. The new town hall was constructed at the corner of STH 22 and Cream City Road. The 2,430 square-foot structure included a large meeting room, offices for town officials, storage, and a catering room. REL completed the survey, site design, storm water and erosion control plan, building design, bidding, and construction oversight for the project.

Elcho Water System Improvements

Project Details

Wisconsin DNR concurred with an engineering report detailing the need for a large-scale water system improvement project in the small community of Elcho, Wisconsin. The water system, operated by Elcho Sanitary District, had twelve significant deficiencies and very little revenue to implement the necessary improvements. Projects costs were approximately at $1.8 million. Robert E. Lee & Associates, the Town of Elcho and Elcho Sanitary District coordinated with three different funding agencies to secure funding that would allow the Sanitary District to construct the majority of recommended work. Elcho’s water system improvements would ultimately utilize grant and loan money from Community Development Block Grant for Public Facilities (CDBG-PF), Safe Drinking Water Loan Program (SDWLP), US Department of Agriculture-Rural Development (USDA-RD) loan and grant. CDBG-PF grant for $522,000; SDWLP loan for $188,000; USDA-RD loan for $596,000; and a USDA-RD grant for $571,000. Work included an elevated storage tank, water main looping and new pipe installation of larger diameter pipe.

Irish Road Culvert Replacement

Project Details

The Village of Hilbert contracted with Robert E. Lee & Associates to perform a flood study on a stream along the east side of the Village that had a history of flooding. The project included determining the 100-year flood height of the stream and determining the adequacy of the downstream culverts and bridge structures. It was determined that the downstream culvert under Irish Road was under-sized and was in need of replacement. REL provided the design and construction oversight of a 20′-6″ x 7′-3″ aluminum box culvert, on behalf of the Town of Rantoul. The proposed improvements reduced the regulatory flooding heights, and now allow 100 percent of the 100-year storm event to pass through the structure, rather than overtopping the roadway.
